Scam in Atal Ground Water Scheme

Following the Jal Jeevan Mission scam, another controversy has surfaced related to a centrally sponsored scheme. Suraj Bhan Singh, Project Director and Chief Engineer of the Ground Water Department, is accused of providing undue financial benefits worth lakhs of rupees to a favored company despite no work being done.

A contract worth Rs. 1 crore was awarded, but work never began.

These allegations relate to a contract worth over Rs. 1 crore awarded under the central government’s Atal Ground Water Scheme in Dholpur district, Rajasthan. According to the allegations, the company failed to perform work on the ground, yet no timely action was taken against it.

The government has issued a chargesheet against the Chief Engineer.

The state government has alleged that the official neither blacklisted the firm nor acted on departmental notices. Chief Engineer Suraj Bhan Singh was issued a charge sheet on July 14, 2026, directing him to submit an explanation within 15 days.

Tender worth over Rs 1 crore, not a single work done

The state government issued tenders totaling ₹13.5 million (135.36 million), 289 (135.3 million) in Dholpur district under the central government’s Atal Groundwater Scheme. The work order was issued to an organization called Nitanand Shiksha Samiti, based in Dausa.

The purpose of this tender was to conserve the district’s various water resources. According to the terms of the tender, the company was required to use the funds to complete several tasks across the district by March 2025. These include…

  • Water security plan was to be prepared for all the Gram Panchayats of Dholpur district.
  • Data related to the exact locations (GPS locations) of water sources and reservoirs had to be collected.
  • Water resources were to be surveyed according to the population of each Gram Panchayat.
  • Geo-referencing (digital mapping) of check dams, ponds, dams, wells, tube wells and other water sources present in the Gram Panchayats was to be done.
  • An annual action plan was to be prepared for the district and implemented at the ground level.
  • After the work was completed, the changes made were to be reviewed so that the villagers could get better irrigation and drinking water facilities.
